The Building and Construction Industry Security of Payments Act of 2004 initially went into effect in 2005, the same year this book was originally published. It was hailed as a "academic book" with "tremendous worth and utility" by Justice Robert McDougall of the New South Wales Supreme Court.

Chief Justice Chan Sek Keong of Singapore referred to the Second Edition as a "very approachable guide to the topic." This book is now Singapore's top resource on the topic thanks to the Third Edition. It covers the vast body of case law up till March 2022, including Grouteam Pte Ltd v UES Holdings Pte Ltd (2016); Comfort Management Pte Ltd v OGSP Engineering Pte Ltd (2018) and Shimizu Corp v Stargood Construction Pte Ltd (2020). It also looks at recent legal developments in the United Kingdom, Ireland, Malaysia, New Zealand, and the eight Australian states (including New South Wales). The 2018 Building and Construction Industry Security of Payment (Amendment) Act, which considerably changes the scope of the legislative system, is also taken into account in the new edition. This edition, which offers more material than the Second Edition, includes references to almost 800 cases.

“Chow Kok Fong is considered the leading expert on Singapore’s Building and Construction Industry Security of Payment Act…[He] s to be commended for diligently tracking, compiling and producing an easy-to-read and comprehensive new edition.”

Justice Belinda Ang, President of the Appellate Division of the Supreme Court of Singapore, from the Foreword to the 3rd Edition.
