The second book in the series of four books on engineering and construction contracts management by Harbans is titled Engineering & Construction Contracts Management: Pre- Contract Practice (2nd ed.). The other three books are titled Law & Principles, Commencement & Administration, and Post-Commencement Practice. The local engineering and construction industries responded enthusiastically to the first edition, which was published in 2002.

This second book covers every step of a typical engineering and construction contract, from the very beginning to the awarding of the contract or the signing of the tender. The main phases of project execution, techniques of contract procurement, start and design development, the tender process, contract award, and contract documentation are some of the topics covered. To make the book thorough and sufficient, these themes are reinforced with a summary of nearby cases that are pertinent to the topics and a glossary of legal words.

The new methods of contract procurement and execution that have recently arrived on our shores are also taken into account in the second edition in addition to the law's current state of development. It discusses and elaborates on techniques used by the Malaysian government in its Economic Transformation Programme (ETP), including project delivery partner (PDP) systems, privatisation, private finance initiative (PFI), and the "Swiss Challenge" system.The One Stop Center (OSC) system, which is now used by Dewan Bandaraya Kuala Lumpur (DBKL) and other local authorities for the submission and approval of plans, is another topic covered in the book.
