The Employment Insurance System Act 2017 (Act 800) and Regulations [Until 10th May 2018] [EIS] is a law in Malaysia that establishes a social security system for employees. The law was passed in 2017 and came into effect on 1st January 2018. It is intended to provide financial assistance and training to workers who have lost their jobs, as well as to help them find new employment.

Under the EIS, employers are required to contribute 0.2% to 0.4% of their employees' monthly wages, depending on the industry, to a fund managed by the Social Security Organization (SOCSO). The fund will be used to provide benefits to workers who are laid off, as well as to fund training programs to help them re-enter the workforce.

The EIS covers all employees who are citizens or permanent residents of Malaysia, including those who work part-time, contract, or temporary jobs. The benefits provided under the EIS include job search allowances, early re-employment allowances, and training allowances. The job search allowance provides financial assistance to workers who have lost their jobs to cover expenses related to job search, while the early re-employment allowance is provided to workers who have found new employment but are earning less than their previous job. The training allowance provides financial assistance to workers who are undergoing training to acquire new skills or improve existing ones.

To be eligible for benefits under the EIS, workers must meet certain requirements, including having contributed to the fund for a minimum period of six months and being registered with SOCSO. Workers who are laid off due to misconduct or who have voluntarily resigned are not eligible for benefits.

The EIS also establishes a dispute resolution mechanism for workers who feel that they have been unfairly denied benefits. Workers can file a complaint with the Director-General of SOCSO, and if the dispute cannot be resolved, the matter can be referred to a tribunal for resolution.
