Arahan-arahan ini dikeluarkan oleh Perbendaharaan di bawah kuasa seksyen 4 Akta Tatacara Kewangan 1957 tentang perkara-perkara mengenai tatacara kewangan dan perakaunan bagi Negeri-negeri dalam Malaysia.
Arahan Perbendaharaan ini dibahagikan kepada tiga bab iaitu, Bab A – Tatacara Kewangan, Bab B – Tatacara Perakaunan dan Bab C – Audit, Kehilangan dan Tatacara Hapus Kira.
