The Public Sector Standard Conditions of Contract (PSSCOC) form the foundation of Singapore's public construction procurement framework. This clause-by-clause commentary on the 8th Edition, incorporating all amendments up to June 2024, examines the purpose, commercial significance, and judicial interpretation of each provision. Drawing on Singapore case law and legislative developments from 2015 to 2026, the second edition provides expanded analysis of key clauses while covering the new provisions and optional modules introduced in the 8th Edition. It also explores the implications of the Public Sector Accountability Framework for contract administration, discusses the collaborative contracting approach under Option Module E, and considers the potential influence of artificial intelligence on future contractual practices. This book serves as an indispensable resource for contractors, consultants, project managers, lawyers, claims specialists, and adjudicators.
