Following the publication of the second edition in 1994, Singapore’s Carriage of Goods by Sea Act was amended to give the Hague-Visby Rules the force of law. This amendment aligned Singapore’s legal position regarding the application and effect of the Rules more closely with that of the United Kingdom.
In addition, the operation and interpretation of the Bills of Lading Act (BLA), together with its UK counterpart, the Carriage of Goods by Sea Act 1992, have been considered and clarified through numerous decisions in both Singapore and the United Kingdom. Since the previous edition, further developments have taken place in the law relating to the carriage of goods by sea, including significant judicial decisions concerning the interpretation and application of both the Hague Rules and the Hague-Visby Rules.

Justice Tan Lee Meng serves as a Senior Judge of the Supreme Court of Singapore and is a Professor at the Faculty of Law, National University of Singapore. He previously held the position of Dean of the NUS Faculty of Law and is also the author of Insurance Law in Singapore.
